The new site is more interactive and includes enhanced membership services, for new and existing members, info on Labor groups and ways of getting involved. </p>

    <content type="html"><![CDATA[<p>The <a href="http://www.nswalp.com/">NSW Labor Party has relaunched its website</a> as a <i>Political and Social Justice Portal</i> for the 21st century featuring <a href="http://www.nswalp.com/">campaigns</a>, a <a href="http://www.nswalp.com/blog/">blog</a>, and news. The new site is more interactive and includes enhanced membership services, for new and existing members, info on Labor groups and ways of getting involved. </p>
<p>The campaigns engage people around issues that they care about and can make a difference to.  At the moment, NSW Labor is focussing on increasing the numbers of organ donors in Australia. Many people don't realise that ticking a box on their driver's license application does not automatically register your consent as an organ donor. In Australia, we have an &quot;opt-in&quot; system, and you need to register with Medicare. The ‘<a href="http://www.nswalp.com/campaigns/12/save-a-life">Save a Life: Be a Donor</a>' campaign aims to change this by advocating for a system of presumed consent through a petition, letters to the editor and encouraging people to register their consent themselves. </p>

<p><b>Seniors Week Grants</b> are provided to support the development and organisation of local NSW Seniors Week projects. In 2008 the <a href="http://www.nswseniorsweek.com.au/downloads/2008/seniors_week_grants_lga.pdf">NSW Government awarded $175,000 in grants</a> to support local events during NSW Seniors Week that included a musical sing-along and trip to the Hunter Valley, tai chi classes, health and well being forums, art classes and community sports days. Grants for $500 and $1000 are available. <a href="http://www.nswseniorsweek.com.au/grants.asp">You can find out and download an application from the DADHC website</a>. Applications close on 19 September.  </p>

Forum participants will include current transport operators, transport planning experts from Government and the private sector and business representatives.</p>
<p>The NSW Government has a record infrastructure investment plan for transport including new train carriages and buses, the construction of the Epping to Chatswood Rail Line, the South West Rail Link and the North West Metro, as well as planning for the M4 East, the duplication of the M5 East, a Western Sydney Metro and other major transport projects.</p>
<p>The Government wants to use existing infrastructure and resources and draw on the experience of other major global cities in handling transport flows.</p>

His announcement followed discussion at the meeting of the Standing Committee of Attorneys General (SCAG) about a proposed national model. </p>
<p>Surrogacy is complex issue that can invoke a lot of emotions, made more complicated by the fact that legislation differs around Australia. In NSW, commercial surrogacy is banned but altruistic surrogacy is unregulated. In Queensland, any form of surrogacy is proscribed, while other states and territories accept altruistic surrogacy.  Surrogacy also raises important questions about parenting provisions and the content of birth certificates. </p>

His announcement followed discussion at the meeting of the Standing Committee of Attorneys General (SCAG) about a proposed national model. </p>
<p>Surrogacy is complex issue that can invoke a lot of emotions, made more complicated by the fact that legislation differs around Australia. In NSW, commercial surrogacy is banned but altruistic surrogacy is unregulated. In Queensland, any form of surrogacy is proscribed, while other states and territories accept altruistic surrogacy.  Surrogacy also raises important questions about parenting provisions and the content of birth certificates. </p>
<p>Parliaments around the country have been examining legislation: inquiries are happening in Queensland and Tasmania, in Victoria the State Government is set to introduce legislation later this year based on the recommendations of the <a href="http://www.lawreform.vic.gov.au/">Victorian Law Reform Commission</a>. (The VLRC recommended that the criteria for defining infertility include social as well as medical infertility). In <a href="http://www.watoday.com.au/wa-news/surrogacy-bill-passes-upper-house-20080626-2x6j.html">WA</a>, legislation that passed the Upper House is due to be debated in the Lower House this month, and SA recently passed new laws allowing gestational surrogacy. However, <a href="http://www.news.com.au/adelaidenow/story/0,22606,23887612-2682,00.html">an amendment by Labor MLC Ian Hunter that would have allowed anyone who had been in a domestic relationship, including same-sex couples, access to gestational surrogacy</a> (even though it would be unlikely for gay couples to ever use gestational surrogacy) was voted down by Family First and the Liberals.</p>
<p>Among other things, the Standing Committee on Law and Justice has been asked to look at:</p>
<ul>
<li>The role that the NSW Government should play in regulating altruistic surrogacy arrangements in NSW</li>
<li>The legal rights and responsibilities that should be imposed upon the intended parent/s and /or birth parent/s</li>
<li>The rights that a child born through an altruistic surrogacy arrangement should have to access information relating to his / her genetic parentage, and who should hold that information</li>
<li>The interplay between existing State and Federal legislation as it affects all individuals involved </li>
</ul>
<p>The Attorney has also flagged that the Committee should also consider surrogacy for same sex couples (however, the review is focusing only on altruistic surrogacy). </p>
<p>I am interested in hearing from people who have a personal experience with surrogacy who would be happy to share their stories with the Committee.</p>

So far the series has explored nuclear energy and fossils fuels. The next session on August 13 will take a look at renewable energy. </p>

    <summary type="html"><![CDATA[<p>Because its tax time, I have just been reminded of all the good reasons to give to an organisation like <a href="http://www.apheda.org.au/">Union Aid Abroad APHEDA</a> to help them continue their amazing work. </p>
<p>Union Aid Abroad is committed to justice and solidarity and to <b>self-reliance, not charity</b>. They work with local communities, training local people and organisations in vocational skills to help them support themselves. They were established to contribute directly to countries and regions of the world where workers are disadvantaged through poverty, a lack of workplace, denial of labour and human rights, civil conflict and war and have expanded to work in communities affected by natural disasters like the tsunami and cyclones. </p>

<p>This past year, following the devastation wrought by Cyclone Nargis, <a href="http://www.apheda.org.au/news/1213690279_23507.html">Union Aid Abroad provided funds through local groups to supply aid to the people of Burma</a>. Given the incompetent response of the Military junta, it was left to local grassroots associations in Burma to get aid to people in need. With their partner, the Shan Health Committee, they also provide health care to over 5,000 Shah refugees from Burma at the <a href="http://www.apheda.org.au/projects/thaiburma/pages/1212386181_6046.html">Shan Health Clinic</a> on the Thai-Burma border. They also worked with communities in Manilla who survive by scavenging on rubbish dumps collecting materials to recycle. Union Aid Abroad has begun a project with the Institute for Occupational Health and Safety Development trying to improve safety conditions, especially for children, at the dumps. <li>A <a href="http://pennysharpe.com/premier_039_s_office/iemma_government_cuts_costs_for_off_peak_rail_travellers">three month trial of new, super discount off-peak rail tickets would begin for Western Sydney services</a>, to offer further cost of living assistance and ease congestion for commuters; </li>
<li><a href="http://pennysharpe.com/premier_039_s_office/engines_start_on_1_billion_port_botany_expansion">The start of construction on one the $1 billion expansion of Port Botany</a>, one of the largest infrastructure projects in Australia; and </li>
<li>The Premier <a href="http://pennysharpe.com/premier_039_s_office/nsw_will_benefit_from_decisive_action_on_climate_change">welcomed the Rudd Government's Green Paper on its Carbon Pollution Reduction Scheme</a>.</li>
</ul>

<li>Opened the <a href="http://www.taronga.org.au/taronga-zoo/plan-your-visit/great-southern-oceans.aspx">Great Southern Oceans</a> exhibit at <a href="http://www.taronga.org.au/taronga-zoo.aspx">Taronga Zoo</a>. <a target="_blank" href="/speech/24/07/2008/speech_for_the_opening_of_the_taronga_zoo_energyaustralia_great_southern_ocean_exhibit">Here is a pic and my speech</a>. </li>
<li>Spoke at <a href="/speech/24/07/2008/poofters_dykes_and_law_reforms_toxeth_hotel_glebe">Talking Heads</a> at the Toxteth Hotel which also raises funds for East Timor </li>
<li>Attended the launch of the <a href="http://www.dlg.nsw.gov.au/dlg/dlghome/documents/Information/Implementing%20the%20principles%20of%20multiculturalism.pdf">Principles of Multiculturalism kit f</a>or local government</li>
</ul>
<p>I also attended the funeral of Allan Raisin. Allan Raisin worked for the Department of Community Services for over 20 years. He was the person in NSW who knew more about services for homeless people than almost anyone else. He was one of life's great enthusiasts with passion for his family, photography, red wine, good food and the world around him. He also made a difference to everyone he came into contact with. He made an enormous contribution to tackling homelessness across NSW, Allan literally assisted thousands of our states most vulnerable men, women and children.  Vale Allan.</p>

    <title>UN Convention on the Rights of Persons with Disabilities</title>

    <content type="html"><![CDATA[<p><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/inquiries.htm">Inquiries into three Bills</a> introduced by the Federal Government as part of their commitment to remove discrimination against same-sex couples and their children from Federal legislation are closing soon. </p>
<p>The <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/evidence/index.htm">Evidence Amendment Bill 2008</a></i>, <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/same_sex_entitlements/index.htm">Same-Sex Relationship (Equal Treatment in Commonwealth Laws-Superannuation) Bill 2008</a></i> and <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/family_law/index.htm">Family law Amendment (De Facto Financial Matters and Other Measures) Bill 2008</a> </i>were introduced by the Rudd Government as part of the first round of reforms based on the recommendations of HREOC's <a href="http://www.hreoc.gov.au/Human_RightS/samesex/report/index.html">Same Sex: Same Entitlements report</a>.  </p>
<p>The Attorney General had hoped these Bills would be passed before the Federal Parliament rose on 26 June, but they were referred to a Senate Committee by the Coalition. </p>
<p>In particular, the Coalition wanted the Committee to examine the definition of &quot;couple relationship&quot; and &quot;child&quot; under the <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/same_sex_entitlements/index.htm">Same-Sex Relationship (Equal Treatment in Commonwealth Laws-Superannuation) Bill 2008</a></i>, and the definition broadened to &quot;interdependent couples&quot; (such as two elderly sisters living together). </p>
<p>HREOC has said that 'interdependency' fails to recognise the love and commitment of same-sex relationships. Interdependency does not recognise same-sex relationships as equal to heterosexual relationships.</p>

<blockquote><p>a legislated, government funded system of six months universal paid maternity leave, available to all mothers irrespective of whether they are casual, full time, contractors or stay at home mums. It should also be able to be accessed by parents who are assuming the primary carer role.</p>

<p>The start of the financial year has heralded a number of new initiatives for NSW including the <a href="/premier_039_s_office/new_liquor_laws_for_nsw_start_today_iemma">State's new liquor laws</a> and <a href="/treasurer/tax_cuts_as_new_financial_year_begins">tax cuts to support business and property investors</a> that came into effect on 1 July. </p>
<p>Last week, I also travelled to Pambula on the state's far south coast with the Minister for Sport and Recreation, Graham West. The Government was announcing a <a href="http://www.pennysharpe.com/minister_for_sport_and_recreation/funding_boost_for_pambula_pool">grant for the redevelopment of the Pambula Pool</a> so that it can be enclosed and heated to allow residents to use it all year round. Local groups have already raised about $400,000 towards the project.  The Government also <a href="/minister_for_gaming_and_racing/190_000_funding_boost_for_moruya_and_sapphire_coast_race_clubs">announced a $190,000 funding boost to the Moruya and Sapphire Coast Race Clubs</a> in the wake of the Equine Influenza crisis. </p>

    <content type="html"><![CDATA[<p>This week the Standing Committee on Social Issues released the <a href="http://www.parliament.nsw.gov.au/prod/parlment/committee.nsf/0/d587f4d560896296ca25747500186013/$FILE/OID%20Interim%20Report%2030%20June.pdf">interim report of its inquiry into overcoming Indigenous disadvantage in NSW</a>. </p>
<p>The inquiry is focused on identifying strategies to address the lifetime expectancy gap between Aboriginal and non-Aboriginal people (currently estimated to be 17 years). The <a href="http://www.parliament.nsw.gov.au/prod/parlment/committee.nsf/0/ef37567247133576ca257347007f405a/$FILE/070830%20Final%20TOR.pdf">terms of reference</a> were referred by the Minister for Aboriginal Affairs, the Hon Paul Lynch MP late last year. The Interim report looks at issues such as education, housing, environmental health as well as the criminal justice system. The report identifies a number of issues for further consideration in the Final report (due in November) which will also include to Committee's recommendations. </p>
<p>During its inquiry the Committee has received 74 submissions, conducted ten public hearings and one public forum. The Committee also visited Bidwill in Sydney's west, Redfern in the inner city, and the regional areas of Kempsey, Dubbo and Nowra. </p>
<p>The Committee intends to conduct further hearings and site visits, engaging with Indigenous communities and will also use evidence already gathered to further inform its recommendations.</p>
<p><a href="http://www.parliament.nsw.gov.au/prod/parlment/committee.nsf/0/d587f4d560896296ca25747500186013/$FILE/Interim%20report%20media%20release.pdf">According to the Chair</a>, </p>
<blockquote><p>the message from this Inquiry so far is that there must be significant reform to the delivery of services to Aboriginal people if the gap between the circumstances of Indigenous and non-Aboriginal Australians is to be overcome. It is vital to build effective partnerships with the Aboriginal community, and for communities to have real ownership of programs and outcomes.</p>
